Sovereign Data Protocol.

The official privacy, encryption, and cryptographic data governance policy protecting the executive credentials and personal intelligence of our Laureates.

Server Encryption and Data Sovereignty
Protocol Version: 4.0 // Last Updated: August 2026

1. The Principle of Data Sovereignty

Moscow Research University operates on a strict non-monetization mandate. The intelligence, corporate metrics, and personal dossiers submitted by executives are treated as sovereign assets. We do not sell, rent, or distribute executive data to third-party advertising networks, marketing agencies, or unauthorized corporate entities. Your operational footprint remains exclusively within the purview of the Senate Board.

2. Archival Encryption & The EAN System

Upon successful conferment of a titular honor or completion of a DPO cohort, the candidate’s credential data is routed to our central registry. To prevent unauthorized scraping and identity theft, public browsing of our alumni roster is strictly prohibited.

Instead, all records are encrypted behind a 256-bit cryptographic gateway. Data access is granted only through the input of a unique 12-Digit Executive Audit Number (EAN) via our Verification Portal. It is the responsibility of the Laureate to share their EAN exclusively with trusted compliance officers or requesting authorities.

3. Confidentiality in Peer Nominations

Executives nominated through our Peer Nomination Protocol are subjected to a blind methodological audit. The identity of the nominator is kept entirely confidential from the nominee during the preliminary evaluation to ensure absolute impartiality and protect professional relationships.

4. Federal Legal Compliance

All data processing activities are localized and governed in accordance with international data protection frameworks and the federal data localization laws of the Russian Federation (including Federal Law No. 152-FZ on Personal Data). By initiating a protocol via our secure gateways, candidates explicitly consent to the processing of their professional metrics strictly for the purpose of DPO evaluation and archival logging.

5. Platform Telemetry & Cookies

Our digital infrastructure utilizes minimal telemetry (cookies) solely to ensure network security, prevent DDoS incursions, and maintain the integrity of our Secure Intake Gateways. We deploy session-based encryption tokens that do not track user behavior across external web properties.
